A company with only a Series A (20 pts) and a velocity spike (15 pts) scores 35 - they might be heading toward international hiring in six months, but they aren't there today. They go into the passive monitoring queue.
Companies that scored 40 - 59 points stayed in passive monitoring: we watched them, logged each new signal event, and waited for the threshold crossing. Score ruthlessly
The threshold - 60 points, 3+ signals - is what created the economics.
